Plan of Action Recommendations for New Start-Up Airlines involves our expert team working closely with an airline’s executive team for a number of weeks to fully understand the airline and its goals and to assess the airline’s strengths and weaknesses to establish or improve the viability of a new start-up or existing airline in order to face the many challenges within their very competitive market. McNeal & Associates also implements the Plan of Action overseeing the various tasks that are part of the overall Business Plan and to assure that the airline’s day-to-day activities meet all the regulatory and commercial requirements for a successful airline. McNeal & Associates will remain fully committed to its airline client over the course of the assignment.
An Aviation Management Services Agreement is developed between McNeal & Associates and the airline client that provides details of the various work tasks to be conducted, the personnel to be assigned to the work tasks and the expected time for each work task. Personnel costs are estimated, as well as any related materials, supplies and related expenses. Typically, these costs vary between $80,000-$100,000 USD per month depending on the scope of services provided, the fleet size and complexity of operations, the number of consultants working on the work tasks and the level of expertise needed for each work task. McNeal & Associates provides a monthly invoice, including time and costs expended and an estimate of the costs to be incurred in the ensuing month. A one-month deposit in advance is paid to McNeal & Associates on the signing of the Agreement.
Flight Operations Services consist of advisement in aircraft selection that best meets operational requirements, as well as for revenue generation and cost control. Assistance is also given in recruiting suitable (expatriate) candidates for temporary (12-month) Air Crew positions that are qualified and current on aircraft. This includes Check Pilots who are also instructors to train and check local/national pilots. Services are also provided in negotiating (expatriate) Air Crew monthly salaries and associated air crew expenses (McNeal & Associates can undertake payments on behalf if desired). Furthermore, we facilitate the arrangement of suitable flight simulator training for flight crew including CRM and LOFT training where regulatory authorities will concur with the flight training program. McNeal & Associates will also conduct the arrangement for qualified Cabin Crew instructors with appropriate experience and Cabin Crew training.
Safety Services consist of developing a Safety Management System (SMS) program that incorporates the highest safety standards for managing and operating the airline and conducting Safety Audits to ensure that standard operating procedures (SOPs) are being followed and that records are in compliance with regulatory requirements. An Emergency Occurrence Manual is also developed that specifies the procedures and responsibilities in the event of a safety related occurrence. Fostering a “Safety First” culture within the airline is always a priority.

Our Maintenance, Repair, & Overhaul Services are extensive - an expertise built upon more than 30 years of experience. At McNeal & Associates we develop an appropriate maintenance program for each aircraft acquired based on MSG3/manufacturer’s advice and other operator’s experience.
Aircraft Maintenance Documentation & Certification are ensured through our services. All maintenance manuals, including illustrated parts catalogues will be current and in compliance with the OEMs, as well as regulatory authorities and we will develop a document list, as required by the regulatory authority that includes aircraft MMEL / MELs, list of avionics on the aircraft, aircraft registration, and maintenance records. The arrangement for any LOPA seat configuration changes, including STC Approval / Certification will also facilitated. And we conduct the generation of a suggested spares list, with the assistance of the aircraft manufacturers in relation to the Master MEL document, and experience of other operators.
Partnerships with 3rd Party Maintenance Firms will be facilitated by our expert team if required. Our services also involve the development of a list of suitable to conduct heavy airframe, engine, and component inspections, and overhaul and repair needs. This includes inspections of hangar and other facilities, as well as determining 3rd Party Maintenance contracts and the scheduling of plans to subcontract to 3rd Party Maintenance Firms for heavy maintenance checks, engine overhaul and component overhaul and repairs. We arrange for any modifications to the aircraft required, such as exterior paint and logos, interior seats and cabin partitions, onboard flight entertainment system, and galley changes.
Any Modifications will be advise upon, such as Flight Data Monitoring/Management equipment and services and certification approvals. Development of supporting feasibility studies and value analysis for any modifications will be conducted, along with assistance in locating aircraft support tools needed for line maintenance checks and selecting appropriate maintenance and tracking software systems and the implementation thereof.
Negotiations on Behalf of the Aircraft Owners/Leasers for Any Surplus Spares Inventory available, such as additional components, consumables, galley carts, seats, life vests and rafts, and etc will be conducted by McNeal & Associates Consultants Ltd. We will obtain sufficient spares to ensure minimum Aircraft-On-Ground (AOG) situations and a high dispatch on time record, as well as ensure the allocation of spares to reduce AOG situations. Assistance will be provided in selecting and negotiating for aircraft maintenance support firms at line stations on the route network for line maintenance and AOG requirements.
Locating Aircraft-Related Ground Support Equipment (GSE), such as ground power carts, lavatory carts, baggage carts, aircraft stands and ladders, etc. and arranging for ground handling requirements, such as ground handling staff for the aircraft, including training if required at each station will be conducted by our services. Arrangements for aircraft fuel availability at international stations will also be facilitated.

For dry leased aircraft, record and document on a monthly basis for all items required under the lease agreements with the aircraft owners. The reports will be suitable for accounting purposes.
