McNeal & Associates has developed strategies and initiatives for TOTAL Avionics & Components Maintenance, Repair, and Overhaul (MRO) Lifecycle Support .  This was commissioned by a major commercial and defence avionics contractor.

Primary Deliverables included, but were not limited to Strategic Account Plan Development for sector-wide Commercial Aviation Aftermarket Products & Services, B737/777 Total Avionics R&O (Team Leader), Mergers & Acquisitions for 3rd Party Supply, Repair, and Distribution, Aircraft-On-Ground (AOG) 24/7 Service Development (Team Leader), OEM Licensing, Aftermarket MRO COE (Team Leader), DED Repatriation, and Assessment of Targeted Operators.  All services were focused on Boeing 737NG, Boeing 777, Airbus A320, and Bombardier Q400.

Flight Data Management / Monitoring (FDM) Report

Flight Data Management / Monitoring (FDM) Network Schematic

McNeal & Associates has developed a Flight Data Management Market Feasibility & Forecast Report.  This report was commissioned by a major commercial and defence avionics contractor.

The Primary Function of the FDM system is safety and this is facilitated by a feedback loop that enables aircraft operators to compare their Standard Operating Procedures (SOPs) with the actual results obtained from routine daily flight operations. This feedback loop is an integral part of an operators’ Safety Management System (SMS).

The Secondary Function of the FDM system is maintenance, where early fault detection and overall maintenance cost reduction is the objective. As a maintenance tool, these systems enable operators to predict some mechanical failures, order the necessary parts, and schedule maintenance events.

The Asia Pacific Gateway & Corridor Initiative is a federal Government of Canada integrated policy and investment initiative designed to boost trade relations with China and the Asia-Pacific region.
 
Specifically, it is a network of transportation infrastructure including B.C. Lower Mainland and Prince Rupert ports, their principal road and rail  connections stretching across western Canada and south to the United States, key border crossings, and major Canadian airports. U-TAPAO PATTAYA INTERNATIONAL AIRPORT FOR THE ECONOMIC DEVELOPMENT DEPARTMENT OF THAILAND

U-Tapao International Airport - Pattaya, Thailand

McNeal & Associates and Pac Rim International were commissioned by the Economic Development Dept. of Thailand for the U-Tapao Pattaya International Airport Redevelopment Project.

The assignment commenced in 2005 and our services were conducted over an approximately 4 month period. 

This project was design and delivered for the Royal Thai Navy (RTN) airfield located approximately 90 miles southeast of Bangkok, Thailand. It was used extensively as a B-52 bomber base by the USAF and is currently home to several RTN fixed and rotary-wing aircraft squadrons.

With an 11,500ft concrete runway, McNeal & Associates were retained by the Thai Government via Pac Rim International to provide layout and feasibility concepts for a joint military/civil airport. The civil airport requirements were to support tourism development at nearby Pattaya. There was also interest in developing air cargo facilities with hangars and warehouse development, particularly to support Federal Express operations in Thailand. Also, Thai Airways International requested a new facility for Heavy Maintenance given the closure of their maintenance services at Don Muang airport in Bangkok. The airport is now used by several airlines and Thai Airways International is conducting Heavy maintenance at this location. General Electric Engines is also conducts engine component manufacturing at this location.

TORONTO PEARSON INTERNATIONAL AIRPORT RUNWAY EVALUATION

Toronto Pearson International Airport, YYZ 

In 2010, a study was developed in consortium with KPMG LLP Canada for Transport Canada and the Greater Toronto Airport Authority as part of the airport's environmental impact statement of the planned new runway system.

The study examined various parallel runway options for the airport. A cost/benefit analysis and conceptual designs were conducted to determine the best options. This included traffic forecasts, airport landing and gate charges, aircraft taxi costs, value of time, and capital and operating cost assumptions. The cost/benefit analysis considered various construction timeframes, as well as cost/benefit sensitivity tests with regard to planning assumptions. Furthermore, aircraft noise contour analysis was also conducted per runway. An additional crosswind runway was constructed to add addition runway capacity.

The runway evaluation was part of a $1.0 billion CAD expansion plan.
